Biography

Dr Patricia Clarke is Programme Manager for Policy and EU funding at the Health Research Board (HRB) and Chair of the newly established National Open Research Forum. She is also the Irish National Delegate for Horizon 2020 Societal Challenge Health, Demographic Change and Wellbeing with responsibility for representing Irish views on health research funding in Brussels. She received her research doctorate from the University of Birmingham UK, having already graduated from Queens University Belfast with a BSc Psychology and an MSc Computer Science. She has a long standing interest in policy and research having previously worked in the NHS in London and with the Centre for Cross Border Studies, a UK-Ireland cross-border policy research centre.

Abstract

There is a fundamental shift across Europe towards making the research process more transparent, collaborative and efficient. This is reflected in the move to ‘Open Science’ promoted by the European Commission and other leading stakeholders. The way research is conducted is transitioning from publication of research results in scientific journals towards sharing and using all available knowledge at an earlier stage in the research process. The National Open Research Forum has been established to enable and promote open science in Ireland by informing the development of national policy and implementation towards delivering optimal value and impact from publicly-funded research. A National Plan is now being developed seeking to bring together the ambitions of key groups in the Irish research system into a set of coherent actions, set within an international context.
